The blame for this exploitation is often deflected onto the CIA, or onto Hollywood, or onto Zionism—that indispensable enemy of failed, corrupt and degenerate regimes. Invariably, such ideologically-driven movements, religious or secular, turn apocalyptic in their desperation. Most of us engaged in the field of strategic studies thought in terms of separate worlds of conventional inter-state (or high-intensity) and unconventional intra-state (or low-intensity) military activity. 28 In an era when all security issues are interconnected and when the national security of Western states has become critically dependent on the health of international security, single-scenario strategies and rigid military force structures have become anachronistic. Traditional concepts of deterrence and defence need to be supplemented by new doctrines of security pre-emption, security prevention and expeditionary warfare.
However, like all theories, these ideologies only sought to simplify contemporary understanding of change. No matter how complex any theory may appear, mankind is infinitely more inventive, more inspired, and more mischievous than any theoretical approach can accommodate. Marxism and Socialism, then Fascism, National Socialism, Stalinism, and the Japanese imperial religion that responded to modernity with fury—all of these were efforts to simplify an ever more complex world. Seduced and deluded by rhetoric, we misunderstood each of these counter-revolutions: none was about the future.
